How many municipal workers does it take to change a street light bulb?
In our street the answer is six: two to work at the top of the crane, and four to sit around doing nothing. Life is tough when you work for the municipality.

Donn, you've never sat in a business meeting with 10 people, where only 2 or 3 people participated and the others did nothing other than drinking coffee?
Or trained users who did not concentrate on the training at all, and needed you to come back a second, third and fourth time?
I think that a photograph like this can be misleading!
